The Customs Authorities of Community realize nowadays in scope of Project e-Customs in the range of import named ICS (Import Control System) and AIS (Automated Import System).
The project alone consists in full electronisation of customs proceeding inland (AIS), due to it will be removed the paper background and importer´s obligation extented by lodgment of entering summarized declarations (ESD) to customs office of entry of the goods in territory of Europe Community (ICS).
Mentioned projects are close to running phase.
AIS in Czechia will be obligatorily initiated as per 29. 9. 2010.
ICS is already prepared, nevertheless the messaging duty of ESD follows from 1. 1. 2011.
PST CLC, a.s. is presently wholy focusing to a troublefree managing of AIS system. The only change for our present clients which they will note in frame of this project is absence of the paper decision on release of the goods into an import mode.In principle it will concern the similar situation as in case of export operations, when the paper decision on release of goods was substituted by electronic signature confirmed electronic dates.
Likewise in this case the dates will be from customs authoritiy messaged both to the person communicated with it (PST CLC, a.s.) and revenue authority in place of represented person (thus to your tax office).
Our company will be sending to the represented persons for purposes of possible processing of tax return
- electronic dates received from customs authority
· Decision on release of the goods and
· Notify on duty amount
- into electronic form adapted evidence for V.A.T. calculation and processing of tax return
In the scope of ICS project (obligatory processing and messaging of dates of your consignment to customs office of entry to Community) PST CLC, a.s. focuses nowadays above all to enlightement of this area and research of needs to secure this service for its current clients.
Simply resume of given ICS system matters and warning on weak points:
- the dates itself have to by sent only to concrete office of entry (not through Czech customs authority)
- for communication it will be the must having the permission of electronic communication with concrete customs office
- software certificated for processing of dates by concrete customs administration will be a necessity for application
- in a moment of entering of the goods to territory of Community has the operator of active transport vehicle an obligation to inform the office of entry on arrival of the goods
It stands entirely to reason, that freight forwarder providing import of consignment from the third countries will be eminently interested on processing and lodging of ESD. A reasonable fact for it will be a reality, that he will not be allowed for entry of the goods to territory of Community. without mentioned ESD. Due to this sight should it be the freight forwarder (referred to contracted delivery term), who will contact you in issue of securing of processing and messaging of ESD.

Glossary of new terms
AIS (Automated Import System)
- Procedures related with standard importation – fully electronized of customes procedures in inland
Actual first customs office of entry
- Customs Office, in the territorial range of which the goods actually entered the territory of the
Community
Declared first customs office of entry
- Declared Customs Office, in the territorial range of which the goods entry on the territory of the
Community is planned
e-Import
- System, which in principle carries out so-called logic controls of dates, evaluates risks on local level, verifies tariff and non-tariff measures and then, in case of compliance to all requirements (i.e. including security for duty in cases when it is applied) released the consignment into proposed mode.
Entry Key
- In practice implemented tool implies arrival date and consignment identification. This identification can be carried out through putting of MRN of appropriate ESD (in case of need the electronical customs declaration lodged in advance), advising of transport mean registration mark or flight number.
ESD (Entry summary declaration)
- Concerns providing of information on intention of goods importation in shape of entry summary declaration (ESD) in appointed time before goods arrival to the border of Communitay. The content of ESD shall primarily serve to evaluation of the risk of consignment.
ICS (Import Control System)
- Proceedings related with entry of goods to customs territory of Comunity (e.g. related with ESD, risk analysis, Arrival Notification, Entry Key, SD).
MRN
- Identification number. As far as ESD is formal correct and lodged by entitled person, there is in e-Import system this ESD registered and at the same time received this identification number.
Arrival Notification
- Person who is forwarding goods is obliged to lodge by actual customs office of entry arrival notificication by submission of goods. This arrival notification contents parts necessary for ESD identification due to all imported goods (list of MRN of appropriate ESD, numbers of items and country of declared entry of single ESD.)
SD (Summary Declaration) – Summary customs declaration
- Is lodged, if becomes status of „temporary storage“. SD can be created by following modes: listing of MRN, which identifies ESD, listing of goods in size given by Annex 30A of Regulation or by transport document.
